🎙️ Statement by Ms. Iulia Zhdanova, Head of the Delegation of the Russian Federation to the Vienna Negotiations on Military Security and Arms Control, at the 1132th meeting of the OSCE Forum for Security Co-operation Vienna, March 25, 2026 Subject: Special military operation to demilitarize and denazify Ukraine 🔹Last week, on March 19, the Delegation of the Russian Federation to the Vienna Negotiations on Military Security and Arms Control, together with Ambassador-at-Large of the MFA of Russia Mr. Rodion Miroshnik, held the fourth international teleconference War crimes of the AFU against the civilian population of the Belgorod region. 🔹Why are we telling you this now? Because here, at the OSCE, they simply wouldn't want to listen to the witnesses and the victims of AFU crimes. Even if they were allowed to attend a plenary session of one of the decision-making bodies, they wouldn't be heard. 🔹According to the Russian Investigative Committee, more than 9,300 criminal cases have been initiated since 2014 regarding crimes committed by the Kiev regime. Investigations into 950 cases against at least 1,264 defendants have been completed, including Ukrainian military personnel, members of radical groups, representatives of the security forces, and foreign mercenaries. We have repeatedly warned and we say it once again: all those responsible for these crimes will face a deserved punishment. 🔹Specifically, Colonel Nikolay Dzyaman, commander of the 138th Dnepropetrovsk Brigade of the AFU Air Command East, was sentenced yesterday for committing a terrorist act (clause "b" of Part 3 of Article 205 of the Criminal Code of the Russian Federation). On January 24, 2024, he gave the criminal order to attack an Il-76 military cargo transport aircraft carrying six crew members and three Russian military police officers escorting 65 Ukrainian servicemen. As a reminder, a prisoner transfer was scheduled that day at the border with the Sumy region. 🔹We also cannot help but recall that it took nearly two years to investigate one of the most horrific terrorist attacks in Russia. On March 22, 2024, the terrorist attack at the Crocus City concert hall in Moscow killed 149 people, one remains missing. 609 citizens sustained wounds and injuries of varying severity. We are grateful to our foreign colleagues, including those from the United States, for their expressions of solidarity with all who lost loved ones in this tragedy and for their memory of the victims. 🔹We have repeatedly stated here that NATO/EU countries are actually preparing for a direct armed conflict with Russia within a few years. 🔹Paris has clearly become the head of the "coalition of the willing" for a confrontation with Russia. France is actively involved in the arms production chain to re-equip the armed forces of alliance countries and strengthen the combat readiness of the AFU. The Directorate General of Armaments of the French Ministry of Defence has allocated funding to five French companies for the development of medium-altitude long-range UAVs. 🔹The situation of the AFU is rapidly deteriorating. Amidst an increasing number of irreparable losses, military units on the front lines are often undermanned by as much as 50%. The General Staff of Ukraine is reducing the training of Ukrainian servicemen abroad. The official reason, they say, is that Western instructors lack modern combat experience and are divorced from the realities of the war in Ukraine. This is a fact. But there is another reason: Ukrainians sent for training become "non-returnees" en masse and "disappear" outside of Ukraine. They do not want to die for the criminal terrorist regime of Vladimir Zelensky. 🔹The Kiev regime is an instrument of "hybrid" aggression against our state. History knows many examples—Berlin and Paris are well aware of them—of the courage and unity of our people when the country faces a threat.
