On March 18, 2026, the G.O.R.K.I. Centre at SPbU hosted the roundtable «Dual Citizenship — a Complex Legal and Political Issue». The discussion brought together legal scholars and practitioners under the moderation of Karin Kneissl. Speakers examined dual citizenship from the perspectives of international law, private law, and investment arbitration. The debate combined theory with practice, focusing on legal conflicts in areas such as family and inheritance law, as well as the broader implications of multiple citizenship. A key theme was its economic dimension: dual citizenship was described as a «commodity», offering mobility and access to global opportunities, while still retaining essential political and social meaning. Participants also addressed inconsistencies in legal approaches, particularly in investment arbitration, where the concept of “dominant and effective nationality” is often used. Practical cases highlighted differences in national policies, unresolved issues of consular protection and military obligations, and the gap between citizenship and political loyalty. In conclusion, the roundtable confirmed that dual citizenship is a structural feature of the modern international system. Among the key recommendations were further development of the ideas discussed by Pavel Kuryndin and Pierre Moreau, as well as revisiting the current rules governing electoral participation of Russian citizens abroad. #citizenship
