The official working visit of the Executive Secretary of the Preparatory Commission for the CTBTO Robert Floyd to Russia in March 2026 showed that, despite rising international tensions, professional channels of engagement in nuclear arms control remain in place. During his visit to Moscow, he held consultations with Russian Foreign Minister Sergey Lavrov. Discussions focused on maintaining the effectiveness of the verification regime and preserving the professional, depoliticized nature of the Commission’s work. The Russian Federation reaffirmed its commitment to the Treaty and its national moratorium on nuclear testing. The programme also included participation in the Moscow Nonproliferation Conference, which remains a well-established platform for discussing key challenges in nonproliferation and arms control. The Executive Secretary’s participation underscored the continued relevance of the Treaty within the expert community. Part of the visit took place in Yuzhno-Sakhalinsk, where he visited the Russian auxiliary seismic station AS-92 of the International Monitoring System. Particular attention was given to the station’s operational reliability, data availability, and cooperation with national operators. The visit highlighted that the viability of the Treaty largely depends on the constructive and engaged role of the leadership of the Preparatory Commission. Robert Floyd’s personal involvement, from high-level consultations to visits to International Monitoring System facilities, helps strengthen trust, maintain working-level contacts, and reinforce understanding of the Treaty’s role in international security.
